Take a look for example at the USSR, average living standards in the early 20th century were very low, basically the worst in Europe.
When the communists came to power, living conditions rose steadily accross all clases, everyone was given similar treatment and the overall standard rose, not just the upper class falling down to the lower class (if so everyone would have been living in tiny wooden houses in the countryside).
While it might have been behind western standards, that was because they had much less money to work with initially and came from a much lower living standards in the first place and had a lot of catching up to do
