You can terraform mars. You put an electromagnetic shield at the lagrange point between mars and the sun, and nuke the surface a bit to heat it up. Ice caps melt, you dump some algae about, plant some trees, create an oasis and work from there.

Mars may not be itself, however, it will provide a base of operations.

IT would not have to support a huge amount of people, the win condition for a war is the survival of the state, not necessarily the people. As a citizen I do not like that truth, however, it is the truth nonetheless. So in a MAD scenario we would have an off world bunker and superior strike position. It would be likely by the time we have a base we would have a logistics train in place and then there would be the military incentive to arm some of the more strategic stations.
