Some people would define the freedom of self-association as a human right which is basically the smallest-scale possible of an ethnostate. Besides considering most people, wealthy white countries excluded, basically live in them or in communities or places similar to them anyway, so for most people it's a de facto right anyway.

1. Classify ethnicities. More than a specified deveation from one gene type constitutes a new classification.
2. Mark at lease on state to be the bastion of the ethnicity. (germany OR Astria) australians and Americans would not have an ethnostate because the inhabitants descend from an ethnostate from abroad.

Geographic and ecological features of a land are just as important to a culture as traditions, rites, customs, etc. Diasporas only serve to separate peoples and weaken other cultures (small enclaves of people living in foreign lands look nothing like either the homeland or the adopted country, i.e. a bunch of Somalis living in Minnesota.)
