There's a legit reason for declaring it in Marawi and the neighboring provinces but probably not the whole Mindanao. Tourism, economics and a whole lot more could go to shit for this desicion, not to mention it already was for the past few months. This would just plummet it down.
Also, its important to know the ongoing warfare was the government's fault actually. They were the ones who tried to capture a high-ranking terrorist without much preparation, which eventually lead to the chaos that's happening now.
