yes, but no. Firstly, even the early church had leaders, the apostles. They knew better than anyone the teachings of Christ, and thus are more fit to lead than anyone. From that we get apostolic succession.
Secondly, many gifts different spirit. You are assuming that the church belives that if you are higher in the church you are more holy or "better" in the eyes of God. That is completely untrue. Church heirarchy is based around preserving and spreading the teachings of Christ, not determing who God thinks is better. There are a plethora of saints, the holiest you can get, who were nothing more than average joes. And there are plenty of popes the Church denounces as evil men.

Recognizing that nobody will achieve complete perfection in this life (even the most apostles left Christ's side during the crucifixion.) in no way means that works aren't needed for salvation.

Firstly, 3:28 does not say "alone"
Secondly, that's a quote from paul. If I had posted James chapter 2, then that would be a valid quote. But I posted the gospels, the word of Christ Himself.
Matthew 21:28-31: "‘But what do you think? A certain man had two sons, and he came to the first and said: "Son, go work today in my vineyard." He answered: "I will not," but afterwards he repented and went. So he came to the second and said likewise, and he answered and said: "I go, sir," but did not go. Which of the two has done the will of his father?’ They said to him: ‘The first.’ Jesus said to them: ‘Verily, I say to you: The publicans and the harlots go into the kingdom of God before you.’"
This passage clearly states that just saying "I will go" is not enough, rather those who do, even if they at first say "I will not" does the will of the Father.
Thus, Christ clearly says that it is doing what He asks, not proffesing loyalty, that one does His "will." That is to say, that good works do more than merely declrations of faith.
So no, it is by Grace, Faith and Good works that one is saved, not by Grace and faith alone.
