You dumb or something? Design has to be settled on, planning has to occur, land rights and eminent domain issues, contracts have to be negotiated and signed, etc. It all takes time, and employs many, many people and businesses before they start breaking dirt.
And no, it wasn't supposed to be finished yet, not even close. It has started, you just don't understand the process that needs to occur in such a large scale project.
