Officially, the purpose of the Tabernacle was to worship God and perform sacrifices, I don't know if they could speak directly to God in there, I don't recall this being talked about in the Bible exactly but I could be wrong. That said, Moses would often cry out to God (not necessarily inside the Tabernacle) and God would answer Moses through various ways.
In Solomon's Temple, God would sometimes inhabit the Temple in the form of a cloud.
There are instances in the Bible where one communicates with God more directly, but it is very rare. Moses went up to Mt. Sinai and talked with God for 40 days, that's where we get the Book of Genesis from. Jesus Christ and His transfiguration on the mount is one example of the Kingdom of Heaven literally touching down on Earth and God the Father speaking. Those are the two that come to mind.
