Hilda and Oberstein arranged his poisoning. They planned out Emile being close to Reinhard due to his uncanny resemblance to Kircheis. Without his knowing Emile was poisoning the Kaiser the whole time. Oberstein was planning on usurping all power using Hilda as his puppet but Hilda was too smart and arranged for his murder during the chaos of the Terran attack.
