Lots of reasons.
Some talent agencies are much bigger than others, and the stars of those agencies get lots of roles as a result of the agency being well-connected and influential within the industry.
Some seiyuu are incredibly popular, idols in their own right, with large and vocal fanbases. Including a marketable name and voice in your show is guaranteed sales. This is especially why you tend to hear the same male voices over and over. Most popular male seiyuu perform in various shoujo-focused games and anime and generate fanbases that way, which results in them being in high demand to typecast similar roles to pander to fans.

And of course, talent is a major deciding factor in who wins a role in an audition, so naturally the most talented seiyuu will consistently appear because they will consistently succeed in auditions. This is why some absolute madmen/women end up with 20-some roles per season. They actually do 20-some auditions because they somehow can manage that many shows in their schedule, and get the role each time as a result of their talent and popularity.

To be fair, moaning into a microphone and dropping a few lines about okii ochinchins and ikuu-ing is a lot less degrading than doing actual porn. It triggers the hell out of americans to even think of it, but they're just a tier below the fundamentalist muslims in terms of prudishness. Some popular seiyuu still do eroge, despite having no shortage of roles or cash-flow. They do it because they enjoy the work and find no shame in it.

Dubs have a smaller (and shit tier) pool of VAs, they dumb already stupid shows down for normalfags, they fuck up the mouthflapping or come up with awful lines to adjust to them and they remove a part of the original show and replace it with something made by an unrelated third party.
The reasons why dubs for cartoons are shit, are the exact same as for live-action. Outside of live-action dubbing being even worse in terms of the script/mouthflapping problem there is virtually no difference, yet dubfags continue to pretend otherwise. When they argue you will often find they have copied parts of the Tv Tropes page on 'subs vs dubs' and that says it all.
