The objects of his villainy were Asuna and the rest of the players still locked in the game. Each of them were up in that tower. Heathcliff was a gamer and his motives were centred around making the game something special. Sugou was not a gamer and couldn't care less about the majority of the players or the game world. It was just a front for his experiments. Experiments which received very little focus in the story for the reason that they had little to actually do with the game.

The point is that he did shit and the problem is that we don't see the details of it.

Then those on the outside who actually pulled the helmets off would find that it doesn't fry brains and everyone would be pulled out.
