I remember that in 2013-14, media would sometimes write about how Russia-Germany relations are so strong that Germany may leave US sphere (and drag the whole europe with them in the process) and create some deals with Russia, where they would be equal partners (which is impossible with USA).
Then Ukraine started brewing and people were waiting what Putin will do. Then EU representatives started parading on Maidan stage. Then the plane was shot down over Ukraine. One massive PR campaign of "Putin shot down my baby boy" articles and 10 years of Putins work on the diplomatic stage was gone.
Now with the embargo and low oil prices, he can only try to hold Russia from imploding, but he doesnt have enough power to do anything much on the world stage.

This is for two primary reasons.

training; in a conscript army, people come in for their allotted time (generally two or three years), get trained and then leave. This means that they have considerable less experience than professional armies, where troops can often train for years.
There are large numbers of people who don’t want to be there. This does not really matter in a war like WW1 or 2 but in smaller wars this can be very furiouser. In some countries, such as the US during the Vietnam war this can create major political crisis as people try to avoid the draft and when such people join the army they make very poor soldiers as they are unwilling to do anything dangerous. This has obvious esprit de corps implications.

On top of this, most conscript armies lack a significant NCO cadre. Professional armies benefit from the immense experience and knowledge stored in their junior and senior NCOs. These low-level leaders are the backbone of an army, and make a decisive difference in combat. Guys who’ve been in for years and may be combat veterans themselves are the best people to train and lead the younger soldiers.
