Leuven University Library by American architect Whitney Warren.

The previous library was burnt down by the Germans in 1914. It caused a lot of outrage all over the world and the American people collected money to build a new library. That's also the reason it was designed by an American architect. It was finished in 1928.

In May 1940 the library was destroyed during the Battle of Leuven between the Brits and Germans.

After WW2 the library was rebuilt according to the original plan of Whitney Warren.

It is now a national monument.

Ok, can I split your question into two questions?
Many streets in Latin America and Europe are 500 years old, but you will not really hear that something was "built by the Aztecs" or that a street in Europe dates back to the 1100s unless it is a monument built to stand the test of time

In regards to the Aztecs, European architectural and city-planning methods at the time were so completely different that their structures were usually taken down and the materials repurposed. This was also used to introduce the natives to both Christianity and Spanish culture

In regards to older European architecture this is more complicated. The 12th was barely urbanized as compared to even the 13th, and nothing compared to later ones. Infrastructure of a small town is quite different from that of a large trading city, not to mention population expansion, rising real estate values, change in styles, advancing in technology, etc. it's amazing that any structures from that period are still around, but they are. Also most structures burn down eventually
