The former, however Ba'athist Iraq was a beautiful creation for a while from a nationalist/NatSoc perspective and i think the implementation of Baathism in Iraq was closer to Aflaq's ideals. However the personality and sectarian differences between Assad and Saddam were simply far too large to ever work, even the project with Nasser and united Arab republic where Egypt and Syria were a united country failed due to Nasser dominating Syrian politics with little Syrian independence, it would be the same with Saddam
