He's easy when you know you can deal a lot of damage by just shooting him all the time and hitting him barely between his attack phases.
But his pattern is designed to make you focus on doding his tornados, which is often impossible to do so it's easy to fall into a pattern where he seems impossible because you don't realize that you can just zerg him down with buster shots.

If my memory is correct, Rockman 2 doesn't have different modes. Megaman 2, however, has a hard mode which is the regular Rockman 2 difficulty and a normal mode in which much easier.

Done, I noticed that the game doesnt have normal and difficult modes to select, so I guess the jpn version is either an inbetween but it seems the same as the US normal version.
I think Airman's tornados push you harder but its pretty much the same thing.

Last update added the mm9 content, which means skins, maps, weapons and expanded story mode with custom bosses
Storymode is alright save for the Megaman & Bass chapter but most of the fun comes from the multiplayer

This, I used to always start my MM2 runs from Airman because it's really difficult to lose against him if you just know the correct strategy. Hard or normal, just walk towards him and shoot constantly.
