I assume performance refers to how well it runs, not a vocal performance or anything

It really depends entirely on the genre of the game and a bunch of other factors. For fighting games I'd say something like:
Gameplay = Performance > Graphics > Voice Acting > Story

But for a CRPG it might be more like:
Story > Gameplay > Graphics > Performance > Voice Acting

It's LARGELY dependent on the type of game. You can't simply group every single video game together and judge them all the same. We have genres for a reason.
Some are more story driven with more of a focus on voice acting and story-telling than gameplay. A lot of turn based RPGs are like this, like the Persona series for example.
Some are more focused on gameplay and performance, like Monster Hunter or other games where action is the main focus.

Gameplay and performance are always the most important. Anything less and you allow the video game industry to become shit.

Gameplay, Performance and Music is top for me. Won't deny a decent story but voice acting can be pretty much non-existant. Unless it's an especially good voice i don't really care.
