I don't understand why the blood spatter effects on the latest nightlies (I've already paid for it awhile ago) are still "downgraded" with the latest builds

The environment blood spatter effects were some of the most realistic I've ever seen in the old builds, but the devs made them sparse due to how heavy they were on the decal system.
But this was before reworking the decal system entirely, which now can render a megafuckton of decals.

If the decal system got reworked so they required less power to render, why aren't the spatter effects a closer approximation of what was already seen before?

The team split in two when HB was launched, with only the main dev and artist left making the game.

Development never stopped, it just slowed down a shitload from that point until they hired help.

IMO Exanima has an unjust reputation for being a drunk fighting simulator.
Although that reputation may be true for the start, after playing it a bit more it becomes obvious that the mid-to-late game is the 'meat' of the gameplay, and at that point it plays a lot more like a strategy game.
The janky pauses between steps stop looking stupid with armor on and weapons equipped, and more importantly start to make a lot of sense as they turn out to almost be analogues for 'turns' made by each player.
And just railing on players begins to work less and less as different classes of weapons begin to get introduced, each one deadly as can be if used with the right tactics.
