In Demon's Souls there was a build path for weapons called "Quality." The scaling on those weapons would be C/C for strength and dexterity. So, people call having 40/40 STR/DEX a quality build now.
At least for DS3, 60/20 STR/DEX does less damage for 95% of the weapons than 40/40 STR/DEX. 40/40 STR/DEX lets you use a wider array of weapons as well without sacrificing damage.
