CJ was the most fun and Niko was the best written, but I'd have to go with Tommy.

Niko is very well written, easy to sympathize with and is a very charismatic protag.

CJ's game is very wacky but still has a genuine character.

Tommy is fucking awesome.

Micheal is just bleh, middle aged rich dude who's bored. No volition.
