I have a friend who pirates literally any video game that he wants to play that he can pirate. He even hacks his game consoles/handhelds as soon as possible so that he can pirate video games and sometimes laughs at me for not just pirating a new single player game.

The police force generally has a philosophy of going after distributors and not users. So the few times there is a big arrest over piracy it is usually taking down the people who are putting the shit up and not the other way around. Also taking down distribution centers like the websites they come from and their servers.
The reality is also that they cant take down as many people as there are pirating shit. In the same way that the police cant conceivably solve every real life theft. They just don't have the resources and in the case of piracy they just don't have the know how most of the time. So unless your ISP batch squeals on you and reports your shit, they basically have no way of knowing in most cases anyway.

The game industry almost doesn't care. The movie and music industry spend billions trying to influence governments all over the world to turn a civil issue into a criminal issue with a death sentence.
That's not the dev tho. If it's an indie, self published, game i'll buy it. But MOST devs are paid before the game is even on shelves. You're just paying the publishers who shove pre-orders and force the devs to put bullshit in the game like pre-order bonuses, move main story content to DLC, release before ready because patches, ect.
They lose only money in theory.
That's how companies and devs put it in perspective, because it is bullshit that you have to buy something without knowing if you will like it or not.
With paid reviews and shills everywhere, it is very hard to actually get objective opinions of what to buy and if it deserves to be bought.
So you either pirate the game and check it out or you take the risk and buy some garbage without the chance to get your money back (except for steam refunds now).
