Probably never.
Konami has no reason to ever port it, even to Steam and it'd get eaten alive today for being sexist. It does emulate well in PCSX2 with little to no issues. Even the mud wrestling works well. Fun fact, the models in Rumble Roses have roughly the same number of polygons as Lightning from Final Fantasy.
