Japan is a strict shame-society that works you to death once you're out of school, so youth and bug-eyed comics/cartoon characters (as early as Disney and Shochku) worked VERY effectively on them, more than the average 'murican/yuropoor at least.
From there they just found more and more ways to grab viewers by the balls (literally) until now it's all transformed into literally schoogirl pedo trash. It's basically like addicting kids onto candy, then to straight sugar.
