Online co-op the likes of Dragon's Crown or Dark Souls or whatever, does require each player to have a PS+ Subscription.
Local co-op online however does not. You can play two people locally together online with two other people playing locally. Requiring a minmum of two PS+ subscriptions.

I see no reason to assume this won't also be the case on the Switch. And the link you were linked doesn't really give me any reason to believe otherwise.

Rocket League on Switch has split-screen online play, but you need a Nintendo account for each person playing. When the paid online service launches, this would mean both people playing on the same console would need to be paying members.

However, the Rocket League devs explained that this was not intentional and will be fixed so only one online account is needed. Notice how in Mario Kart 8, you don’t need two online accounts to play split screen online.

You can play online with an xbox silver account as long as you're also playing with someone with gold on the same console.
