Fluffies literally originated at /mlp/. The only reason they're at Sup Forums now is The Scruffening, the most destructive moderator shitfest of the fandom. Fluffies would still be welcome there, but the old rules from Scruffy are still in effect despite repeated votes and requests to repeal them.

With adult content, fluffies, and several other questionable topics banned,/mlp/ became a much lamer place than it used to. The MLPchan was everything the old /mlp/ was and more, until they decided to do a merger with ponychan. Sadly the debate of which name to keep ended up with ponychan, and the bad reputation of that place has since driven away pretty much anyone who would have found mlpchan to be the place for them. The main board for Sup Forums's refugees at mlpchan, /user/, has since been renamed /chat/, and sees pretty little traffic. Meanwhile /trash/ has become the most popular place for all the naughty pony stuff, but as stated before, the users of /mlp/ along with those who don't like ponies, would all appreciate it if all the pony stuff could be allowed in /mlp/ like it originally was.

Flutterrape is actually a mostly sfw comedy genre about how Fluttershy tries to get into user's pants. That said, only nsfw pictures are indeed banned, as are Milky Way and Tulpa threads. The decisions of what to ban were indeed arbitrary and insane by any standards, but there's no easy way to contact Hiroshimoot even for as single message as "undo the scruffening".
