Just use the Tor. The only people that get caught are not necessarily stupid, but don't take enough precautions and don't use it as it is intended to be used.
For example, you need to disable referers headings and DOM storage and tab information and fonts and disable cookies and not leave settings alone.
I always check my IP address at Ip-check.info and hide behind my neighbours Wifi network with a spoofed MAC Address, It is literally impossible to trace who i am when i am behind Tor.
How do people get caught?

no it isn't, I mean yeah sure it sounds impossible but, think about it, 10 computers connected on 1 decoy computer, connected to the another decoy with 10 members, each having a connection to the public network, i.e the clearnet, in that way, no one can trace even 1 out of that 20 computers because that decoy is located very far from the real user,

use the tor system format but this time, we make physical border from the clearnet, i know there is physical limitation because yeah, fuck da cables, but why not start with just 10 in 1 setup, that decoy will be the trojan to the clearnet, so when they try to trace back, all the signature will only lead to the gate that protects the true contents..
