We see this all the time in Norway where we drive on upgradeded horse roads. The people who upgraded, couldn't be arsed to dig 2-3 meters to lay a proper fundation, so there is deformation and maintenance problems up the ass.
But i also think i agree: If its been like that for longer than 20-30 years, then yeah, its a lack of will to fix it, even if replacing the bricks and painting the buildings takes some manpower.
