The entire point of the movie is this: "There are shadow masters controlling the thoughts and feelings of the masses via impacting their subconscious and dreams. Rebelling against that is brave. And dangerous." Neo sacrifices himself and makes the world a better place by taking the red pill. It just so happens that a woman and a black man convinced him to do so. There is nothing vague about the overall philosophy the movie posits to its audience. It's pretty specific. And people still misinterpret it with hilarious results.
The fact that Sup Forums uses it to refer to waking up feminists is pretty clearly against the film's core philosophy, which has nothing to do with feminism and everything to do with totalitarianism. The fact that women control so little of government, corporations, and society at large only solidifies this contradiction.
Maybe TN is different but all our major cities are conservative and filled with people walking around talking about how liberals are ruining the country, with little vocal or public pushback. Also, isn't the Houston government run by a bunch of conservatives with a lot of public support?

The rest of the movie is irrelevant.
But that's the entire plot of the movie. Simplifying that down to "It's just one scene brah" is intellectually dishonest.
