Those companies may not own it all, but they are already at the top of their respective sectors, globally (where globally does exclude markets which they're banned from, like China's favoring of Baidu). And they aren't going to give it up, nor are they going to let any start-up compete. Any startup which presents itself as a rising competitor will either be subject to buyout offers so huge that the BoDs will insist on it, or the shareholders sue that BoD for dereliction for NOT accepting it, and in the case of a private firm, those big corporations will use lobbying and leveraging to squeeze them into accepting. This is how monopolies have exploited things for decades. You cannot substantiate how a new player would actually enter enough of the market to go from vulnerable and unsteady to steady but small. Further, you cannot explain the likelihood of anyone investing in, or municipalities allowing, the laying of a parallel competing infrastructure.

Since the opposite was done, we now have to wait for a repeat of the breaking up of ma bell. That's going to mean years of hardship and exploitation.
