tried to install nvidia control panel, stuck on 0%

so someone told me to download latest windows redist pack, and it's fucking stuck on 0% "initializing"

pls help me computer wizards of Sup Forums, seen anything like this before? what could it be?

A) Your net/router is busted. Call your ISP

B) Your network software/drivers are busted. Try reinstall network drivers or roll back to an old restore point if it only recently stopped working

C) Viruses. Download and run Malwarebytes. If you can't download it on that computer then use a different one and install it to a flash drive.

I'd start at the bottom and work up.

Right click Local Area Network, Status
Properties
IPv4, Properties
DNS: 8.8.8.8

Did this issue start occouring recently? id check the Windows event logs for any changes in the system / services
