Carl's not coming back. Current bullshit on the 88 is that Jr wants Bowman because he believe Bowman has the talent, works great with Ives better than he does and it would be an easier transition with the huge fanbase to side with Bowman than someone new. The problem is that there's a sponsor issue. Nationwide and PepsiCo are siding with Dale and are ready to back him. Axalta doesn't want Bowman. They want someone else more experienced and marketable. That's why the Carl rumors are coming around because experienced and marketable is Carl and what Axalta wants. Final call will likely go down to the Captain and he'll probably use his Jew Magics to make Axalta hang on with Bowman till Byron is ready.
Now who goes to the 5 is more interesting cause it seems like they won't resign Kahne.

Wood Bros want to carry young drivers and develop them on short contracts. It's "time" for Blaney to move on, to a 3rd team at Penske. Bubba to the 21 is the obvious move for what the Wood Bros want to be.
As far as the 88 Nationwide would love Bowman or a young star. Prob is young stars like Larson and Blaney are not leaving their ownership. So the only other young star that makes sense would be Byron, who is prolly a year away still.
So I think it'll be Bowman and then Byron will be in the 5 in 2019.
