if you really had to break it down character by character, yes, you can forcefully impute it with its literal meaning. but nobody who really speaks chinese would think that way, unless it so happens to really cleverly mean something when put together, it does happen. not for ushuaia though

You know what, I never thought about it. It's probably some shithouse government agency in China that decided what characters to use, once upon a time. Obviously now there's no more new places to name, but I imagine back then they'd generally stick to neutral-ish characters unless they had some reason not to.
As for Derqui, I assume it's named after some historical figure from doing a Google search. The transliteration 德尔基 doesn't mean anything to me; again if you really really wanted to you could try and say it's "moral base" or some shit like that but that's not how it works.

People just go with whatever has been used by others before, afaik. So when Jesuits first started translating shit to and from chink speak and they needed to write Ukraine using Chinese characters they just thought of whatever had a similar sound and that's what we stuck with to this day.
