While it's true that there are other ways to take risk than killing characters Civil war risked nothing.

The movie was the definition of playing it safe and was inconclusive and unsatisfactory by itself purposely so they can explore the real interesting stuff on 10 tie-in movies.

no, absolutely not. There are no stakes in that fight scene. It was absolutely a waste of time. Someone dying would have at least made it seem like it ended up being a serious event. War Machine is up and walking by the end of the movie. Tony got a letter and a phone from cap. They couldn't even wait until the next movie to walk back any consequences. Nothing fucking mattered and nothing changed.
