Nah, Espanyol has more than enough budget for securing Europa League spots every season. Atlético also aren't how they are now because they focused on their rivalry against Halal. It took them a long time being ambitious and trying to be a big club on their own, that's how you compete in Europe each year, do good signings and get good coaches and manage to improve a team over 15-20 years. Atlético even was known for conceding easily against Madrid, for a long time the players didn't try much harder than against any other team. On the other hand the Cornellà boys go all out against Barça, and are happy to linger luckily in mid-table the rest of the season. The team lacks a soul, a fanbase that follows them outside of the matches against Barça, because it's pretty much a proxy team for Halal and the club, their history and the fans are happy with it
