The intended appeal of the XFL is to make rule changes that supposedly cater to football fans' demands and address growing controversy and dissatisfaction with the NFL. If McMahon started an Xtreme Soccer League, there's no way in hell it would adhere to FIFA regulations which means the league would be DOA and the teams would be ineligible to play on the international scale. It would be an even more misguided blunder than the original XFL.
If you're asking why McMahon didn't just pump money into MLS, youth development, and the USMNT, it's because like most Americans, he probably doesn't give much of a fuck about soccer and has no interest in supporting it when he could start his own league in the top spectator sport in the USA.
To be sure, the only time Americans actually do care about soccer is when the USMNT is playing in the World Cup or Olympics, but McMahon clearly has no interest in investing in it. A shame we didn't make it into this tournament. Every World Cup, the US usually performs better than expected and interest in MLS and the Euro Leagues spikes here.

In terms of potencial, soccer is by far the best sport to invest into. Americans would love to compete with Brasil, Argentina and all the top european countries. Americans care a lot more about football, basketball, and baseball than they do about soccer. College football and basketball is more popular than soccer. So popularity is probably one reason he went with football.
The other reason probably is that he is capitalizing on the current dissatisfaction with the NFL (as others have mentioned ITT).
The most important reason...he has a close friend in the White House. Vince will get regulations removed and tax breaks to go his way. And the Commander-in-chief will be his biggest promoter.
Plus he has done it before so there is a good chance he won't repeat any mistakes he made. I don't think it is going to work. Interest in football was declining, despite the kneeling. I'm going to be completely honest with you, I don't think it's out of the question for that to still happen in the future, IF (and that's a big if) the XFL ends up being successful. Vince started a brand new company for the XFL, but the stated purpose of Alpha Entertainment or whatever it's called is "to explore investment opportunities across the sports and entertainment arena."
If the XFL ends up being a success and Vince and his crew are starting to take in more money, there is nothing in my mind that would prevent them, especially with a man as cocksure as Vince at the helm, to expand into other sports as well, including soccer. Other potential future opportunities include ice hockey teams or leagues (because Vince will die if he doesn't cuck Bret Hart every 10 years at max).
