That's why they didnt just say obstruction of justice. Also of obstruction of Congress is a made up charge that isnt actually a law. The closest this it resembles is contempt of Congress which still doesnt stick cause using executive power to challenge a partisan smear campaign is exactly what they are met to do. When the house and the executive has a dispute its supposed to be litigated in the judiciary to determine who is lawfully acting.
