The United States would never cede control of superheroes in the manner depicted in the film. The United Nations is completely inept and they veto everything the United Stats wants. Why would they just hand over superheroes?

Would it matter? Black Widow was clearly talking about 'cooperating' with the board, no more. If it was corrupt they just expose them and continue on. If they are inside the council they can do more help

My headcanon is that after Old SHIELD fell in TWS, the power vacuum was filled by the United Nations. So, in the MCU the United Nations carries the same weight as NATO or something like that.

Considering the governments had the means to contain Wanda, if they wanted to wage a war against the Avengers, it seems they could. Also keeping the Avengers in house only seems like a better way to make sure there is no He said She said going on, which is exactly what Zemo made happen under the government's' nose.

But that's not what he wanted. The Avenger's were already accountable. If anyone had a problem with them ( in the US ) then they could be brought up on charges like anyone else. The man didn't want them to be accountable, he wanted them to continue doing what they were doing, but as slaves.

The UN didn't want to arrest them, because they know that the world needs the Avengers. The Accords were created as a way for the Avengers to operate within the law.
