She's basically the Marvel version of Kate Spencer Manhunter, a civil servant tired of the bureacracy and inefficiency of the legal system, stealing old villain tech from evidence lockers and combining them to create a vigilante identity.

She went full Punisher, but without the conventional weaponry.

She's actually a legacy to the original Wraith, a Spider-Man on and off supporting character/villain from the 70s. The idea is that Watanabe was best friends with the Wraith's sister, Jean DeWolff.

And Kate Spencer is a legacy to the Manhunter name, and is the granddaughter of Iron Munro and Phantom Lady.
