Yes, but the older streets are lovely. The city is full of culture, both Roman and French, and it's also a student city so it's a lovely place to live in. I also used to live in Lyon, it's even better and probably the best French city if you take all factors into account.

Feel free to explain how land can be cheap enough to have a parking lot in one place but be expensive enough to justify building a ten or more story high rise across the street, especially considering that free parking lots seem to be self-explanatory in the US.

American cities are pretty terribly designed in general, though.
