Conjecture, extrapolation off very little info. Bismuth talked about upper crust elites and taking the weapon straight to the diamonds, not literally everyone. We don't have enough information now on what exactly she wanted to do.
Anyway Rose is retarded. I don't mind her bubbling Bismuth when she was going psychotic during an argument, but just letting her be there forever was just stupid considering this revelation. If she 1. had to kill to liberate and 2. believes gems can be redeemed, all signs point to the fact that she could have found common ground with Bismuth.

I really liked the episode and that ending made me feel a bit, but you're right for an actual season finale it felt a little underwhelming. I laughed more than that I felt an true threat. Eyeball trying to kill Steven was also played of for laughs mostly. I think Earthlings succeeded more in feeling like some finale. Finally defeating Jasper + the revelation of Rose apparently did something bad too PD. These other two episodes just were an extra confirmation of Rose shattering PD.
It was good to see Steven finally asking an important question though. Also the CG have an descent spaceship now. Maybe Peri could upgrade it something even better
