NGE and Shin Godzilla tackle two different subjects. NGE is about learning to accept yourself and engage with the world around you. Shin Godzilla is about the Japanese dealing with their own shortcomings (namely the inefficiency of bureaucracy) and standing up for itself in the face of catastrophe. However, the meeting scenes between Higuchi and his colleagues are reminiscent of how Anno handled the sixth episode of NGE. Plus Operation Yashiori is similar in naming and general concept to Operation Yashima. The two main female characters are often compared to Rei and Asuka. Lastly, Shin Godzilla borrows a couple of songs from Eva.

Yeah. Similarities are largely stylistic. Closest thing to characters from Eva are Patterson (ambitious and attractive foreign female character similar to certain red-headed characters seen in Eva and Gunbuster) and Hiromi (literally live-action Rei minus differences in hair color and age).

On a somewhat related note, there was supposed to be romantic subplot. Though Anno cut it out in favor of the hyper-focusing on the titular character and commentary. I'm assuming the romance was going to be between Yaguchi and Patterson as they seem to have more than a professional interest in one another.

The Rebuilds are a meta commentary on the culture surrounding Eva and anime. 2.0 is everything Eva's not, everything Anno dislikes about anime and Japanese culture, and then 3.0 is a whiplash return to Eva and its themes in their most distilled, blunt forms. 2.0 is full of happiness and clichés and meaningless action and heroic Shinji, and 3.0 has almost no storytelling, very few main characters, and a pervading sense of confusion and mistrust. The whole thing is a bait-and-switch, and I think people (or some of them) will understand after 3.0+1.0 is finally out.

Have they explained why it's called 3.0+1.0 and not just 4.0?

I don't think so. I remember hearing rumors there's going to be a 3.0+2.0 next and the naming convention will somehow have something to do with that, but who knows.

No.

He made an amazing work with Evangelion, especially the last 10 episodes and the movie, and that creative peak energy spilt over into his portion of Kare Kano. His earlier series are good, but less so (though the finale of Gunbuster is amazing). Shiki Jitsu and Love and Pop were very good but not quite cohesive enough to match his best achievements. Cutie Honey was fun trash, could have been better. Godzilla was good.

Just based on the above I'd say he's a talented and ambitious director who makes messy, passionate work. But then there's the Rebuild. 1.0 is totally unnecessary and basically a waste of time, 2.0 is a really fun blockbuster but very dumb when held up against the source material, 3.0 was a fascinating and bold idea executed horribly. A truly great director wouldn't pour so much energy and time into such a foolhardy project. It's clear he wasn't creatively inspired but pursued it for the sake of money.

So in short, no. I hope he has another work on the level of his 1996-98 work in him.

Love and Pop is very good but it's not his best work. That would be either the final two episodes of NGE or EoE.
