Well if you want specifics he is the leader of a street gang but it's alright since said gang promotes the galactic religion and does a lot of the cops work for them

I dont know alot about 40k but if hes some sort of priest should he atleast show mercy to gain more followers for the religion?

In context, the redeemer is pretty much justified in everything he does. 40k is a really fucked up setting. The chaos powers and their followers are so irredeemably evil that anything short of killing every last one is an invitation for a horrific fate worse than death. Moderation may be useful today when people can change their minds about religion, but you can't cure Nurgle's rot or unfuck a slaneshi cultist. They burn at the stake because is the best, most reliable method of survival for everyone else, and even that's not enough.

When he razes a mutant village and decimates the survivors, he kills nine and sends the last one to wander the wastes as a warning to anyone that sees him.

The redeemer's only fault is an excess of zeal. It is not a sin but a fault, and if he does not rouse the ire of the Arbites or obstruct the duties of the Inquisition none should aught but revere him.

Those he would be showing mercy to are capable and willing to summon daemons to soulfuck every living soul on the planet and won't stop at anything to do it.
