Because the writers will either make the police into inept dumbasses who can't shoot the broadside of a barn, are corrupt as fuck and are just the goons for him or Batman will stop a police officer from killing that fucking clown for contrived reasons.

That's a very good question.
We are CONSTANTLY told that the GCPD are super-duper corrupt. I don't know about you, but corrupt policemen aren't know for being lenient to cop-killers.
There is no way that somebody that's killed as many cops as the Joker wouldn't have been killed long ago for "resisting arrest", "I swear I thought he had a gun", "he was totally running away" or "he hung himself in his cell". And knowing our justice system, nobody would bother pressing charges and Batman would be the only person that actually cared.

Nah, you now have to make a new character or have a limited window to write stories between his debut and his death. A large part of the stagnation in cape comics comes from the lack of consequences and the fact that there are only so many stories you can tell with the exact same cast. The inability of companies to let go is also why so many people perceive comics as a hard thing to get into. Because there is a trillion years of history for the character and they feel like it's stuff they need to know.

Not really, some of the best selling non-us, non-cape comics are very tied to continuity and the most popular series on TV right now are all heavily serialized with plenty of permanent death.

To be fair the money motto isn't really speaking to the quality of a product.
But really it's a lose/lose. Change nothing you're trapped with the bullshit that lead to stagnant comics and plot contrivance. Make these changes and you're opening up to serious customer dissatisfaction because a shitty writer's bad ideas. In the end both these come from bad writers. Readers could just accept the idea comics are better read from the point of view that arcs and runs are more the meat and reading the entirety of a series/character isn't necessary wise or even possible.
It's really too late to do shit about Big 2 capeshit's status quo problem without saying "why not just read NonBig2 comics?"

Sorry for taking so long, never noticed the answer and was doing other things. Oh well , here goes:

It obviously ends in a mexican standoff between joker, batman and slade. Not because batman cares for joker or any gay stuff like that, but because it's he's freaking city, he won't tolerate assassins, even ones hired by a shadowy branch of the government.

Joker finds batman trying to stop someone from killing him, funny, obviously.

There's a 'match' between batman's family and slade's lack of one (in the sense that slade didn't call rose or jericho to help him) while batman has the batfamily. batman considers this an advantage, slade doesn't and claims the stuff he set up to keep them occupied will be more than match for them and kill them. In the midst of battle slade gets a shot at the joker, shoots, but somehow misses (think pulp fiction and the bullet behind jackson).

With the batman spiraling out of hand and the fact that somehow the bullet missed joker, slade bails out of this whole craziness.

However, he has to deal with the fact that he failed his contract, somehow.

He's obviously aware -he stated it from the start, to waller- that him dying by the joker, or captured by batman is as much a success to her as him killing joker.
So he chooses to interpret the event as she trying to get him out, rather than it being a 'genuine' contract.

But he got the money. It's obviously untraceable , but if he were to kill her, questions might start circulating and it might be found out that he killed her and that she had hired him too. Slade killing an employer can't be made public, it's bad for business.
He also can't let her get away with using him, because it's also bad for business. And annoying.
So what he does is sneak into her office, they have a small talk about the situation and he explains his dilemma to her.
The answer he comes up with is that he can't kill her, but he has to make sue he won't tolerate being used like that either. So (cont)

so he comments that being as fat as she is, moving around , climbing stairs must be hard. As a reminder to not mess with him, he'll make it a little harder. he shoots her knee and walks out. He knows she'll never let it be known that he bailed on his contract, because then it'd be obvious that he was also shoot her leg and got away with it. And the great amanda waller can't have that

Someone actually seems to get it. There is literally no reason outside of bad writing why the joker shouldn't get the death penalty
