They tried once shortly after Batman Returns came out but it didn't take off. The songs are still available on YouTube.
Brave and The Bold has a few musical segments.
And in 2011 there was a stage show called Batman Live. It didn't last long but I was actually fortunate enough to attend one and it was pretty great.
Oh, and if you like Penguin in Batman TAS, then go and watch Phantom Of The Paradise. His voice actor, Paul Williams, was a musician and he plays basically the same character in the movie (who is also the enemy of a guy dressed like a dark flying animal). And he gets to sing.

I disagree strongly. Hell Of It is the best but there's lots of other great songs like Goodbye Eddie, Old Souls and Winslow's Faust.
And it's easy to tell that certain songs of the movie like Upholstery and Swan's version of Faust are purposefully unpleasant because of their significance in the story, given that this is a movie that criticizes the music industry, it's villain is a soulless and shady businessman repackaging the same bands and stealing and bastardizing other people's work, and these songs are used for moments that showcase this (because Phantom actually uses its songs to progress the story instead of halting it).
Perception bias. There are plenty of shitty villain songs but you're not going to hear about them in a "best villain song" thread. Also the fact that most villains only get one song means that quality is either/or; most heroes get multiple songs so quality becomes an aggregate.

Personality. Usually songs in animated films need to push along a plot point or explain a character. With villain songs you get more flair and fire on top of it.
Goodbye, Eddie and Upholstery hold the same thematic place in the narrative, they're supposed to be cliche, manufactured pop songs. I think it clashes a bit with Somebody Super Like You, which is very much not in the same theme. Of course, I also think that Somebody Super Like You/Life At Last is fantastic, so I might be biased.
