As for other shows/movies: I think it'll be hard to include everything because of licensing rights but hopefully they can make it work.

I work at Warner Television. Wally and Roy were the first two characters they hired since they have actors already. They won't be regulars however. Only recurring. Colton has a few movie deals and hasn't the time to be every week. Keiynan will film when not busy on the Flash.

Nope. He's never even been suggested as becoming an Outsider. In fact, it being originally Batman and later Nightwing's team and finally a part of Batman, Inc., I highly doubt Jason would ever even be allowed on the team since he's a murderer, which was the entire point of him forming the Outlaws.
