No, see, if they were consistent with the opposite thing, it would make Bizarro completely useless as a character (and especially as a villain) because he'd be super weak instead of super strong. Oh, and he'd also be dead since Superman is alive.
It's better if they half-ass the opposite thing, because that's the only way Bizarro can be a genuine threat.

See, that's going too far in the other direction. If you take away the opposite stuff entirely, he loses all of his uniqueness. He just becomes the Hulk or whatever.
There's a happy medium between those two extremes, and that's when the character works the best.
