My older cousin worked as an editor on Little Bear.
He said that the people who made the show designed it to be a TV opiate for kids. Basically, mom and dad want to sleep in on Sunday morning and just want thier kids to be quite and settle down, so the show is designed to be as slow paced as possible. In any given episode you'll notice there is no conflict, no antagonist and no raised voices. Just a bunch of nothing happens.
