To expand on this, it has to be visually appropriate. If your character is a meek petite chick* then I wouldn't put them on her, but if it's a thicc confident girl then it would fit. Just have to be logical here and do it for a creative purpose. Character design is meant to tell the audience something about your character immediately.

A good idea that's been used in a few comics is that superhero costumes are like advertising campaigns, the more a hero gets into the public eye the better they can sell merchandising, or win popularity polls. In that context, sexy superheroines absolutely make sense.
