Steve stands up for what he believes but he's willing to be swayed. We got that in Avengers when Tony brought up the fact that Fury was keeping secrets from him and Steve was upset that Tony was hacking but then he went and got evidence that Fury was making weapons.
He was also willing to go with the Accords until it was clear to him that everyone wanted to fuck up Bucky without giving him any rights. He also recognized that him keeping the secret of what the Winter Soldier did to Tony's parents from Tony was a mistake.
That said I can believe Carol being a stubborn asshole, that's always been her character comics, but that's not Steve in the MCU.

It's been clear that Carol is the future of the MCU for a while, my dudes.
Evans wants to step down and RDJ flip flops and they don't want to have to keep paying him so they've been building a new face for the MCU. It was originally going to be Feige's favorite character Strange but the movie had some production issues and they had issues with casting so they had to go for a part timer in Cumberbatch. Spidey is an obvious choice but co-holding the character with Sony means it will never happen.
Then the support for a female character became more vocal and Captain Marvel became the next choice. She's a woman and she can go cosmic which opens up more option for Phase 4, plus the company name is right in her name. They locked down Larson who is an Oscar winner with an open schedule (a full timer) and here we are. You can tell they're being very careful with her movie because a lot is riding on not fucking it up.
