So the question becomes what is the Green Party's motive for such an expensive recount to 'verify the integrity of our voting system'. This baffled me until I read this on CNN:

So in other words the Green Party is running out of money, so they're using this opportunity to con people out of their money with a false promise of a chance to change the outcome of the election.
This is a cashgrab and a powergrab by the Green Party, so they (1) get funds and (2) have a chance to create a more favorable condition for them in future elections because the Electoral College system heavily favors the two major parties, hence the emphasis on examining the "integrity of our voting system".
I can't say it's completely a bad thing, more competition means better and harder work from the Republican party and the Democrats but wow is this some 5D chess from Stein. This would also suggest that she isn't really working for or with anyone.
Lastly it also explains why both establishments are more or less apathetic about this whole thing, though annoyed.

I wouldn't say its a 5D chess move as much as it is, as you implied, a desperation move. This election was so very different from others in how it was run and the sort of zeitgeist it both came from and created. If there was ever an election where (at least to the untrained eye) there would be a significant amount of third party votes, this was supposed to be it, and yet it was still minuscule. Third parties probably spent more money this year anticipating they'd have a real shot at some sort of recognition only to fall flat, so they're scrambling.
