Basically, an oil company wanted to build a pipeline. Said pipeline passes upstream of the water intakes for the Standing Rock Sioux tribe. Oil company did not meet its obligations under Federal Treaties to communicate with the Sioux about any changes to their water or land rights.
The core legal argument has been lost in the shouting over Muh Global Warming, Muh Oil, Muh Rights, Muh oppressed minorities.
At the core of the issue is the Sioux are a sovereign independent of the state of North Dakota. The Oil Company was obligated by the Sioux's treaty of understanding with the United States to at a bare minimum, provide notice and information about its intending actions affecting their water rights.
Such notice and information was not provided, thus abrogating the Sioux's treaty with the United States.
Keep in mind, this treaty was a treaty of surrender following war that annexed the territories of the Sioux to the United States. North Dakota did not exist at this time, and IF the Treaty is broken, then the Sioux have standing, under International Law, to resume the war.

No. This was building since the Keystone pipeline. The Sioux tribes were pissed that the chosen route for that one avoided all the major population centers and instead went straight through the reservation. The Red Rock Sioux actually went so far as to call the proposal "And Act of War" in a formal letter to the US Congress Indian Affairs Committee.
The Oil Boom in the West has been immensely profitable for these corporations, but has left severe environmental damage which more often then not has been directed towards the Reservations. The Standing Rock incident was just one of many, and perhaps even the last straw.
