Gomunism is a pipe dream. Until we create some sort of godlike administrative AI, it will fail on national scale. The only way communism succeeds is in small communities like kibbutz.
Socialism, however, is easy to manage. I believe the best way to implement socialism in a capitalist system is to pay workers (that includes managers) with shares, and obligate them to hold a set amount of shares until they leave. That way, workers can be motivated to do their best and self-improve. The country itself can be redefined as a financial enterprise, with citizens as shareholders with unsellable shares. They would get dividends that depend on country's performance.

Fascist economy is based mostly on loans, printing money and rallying the people behind some "national goal". Eventually your currency will inflate and you are forced to invade /exploit other countries. Hitler actually wanted to go to war in 1943 but decided to invade Poland in 1939 because of economic necessity.
So, fascist economy is bound to collapse unless it engages in constant warfare. Just because Franco and Salazar didn't loan and print money doesn't mean they weren't fascist, they just used their economy differently and avoided the pitfall that Germany fell into.
